As described in https://doc.rust-lang.org/cargo/faq.html#why-do-binaries-have-cargolock-in-version-control-but-not-libraries, this project should have Cargo.lock file in it's repo "to describe the state of the world at the time of a successful build". It's also be useful to have Cargo.lock in git repo for installations other than
cargo install cargo-rpm.
