  1. Add description and help for local development 

    Since I am forgetful and do not remember which things are checked or enforced
in PyDriller, I extend the developer documentation in the README, add a file
with requirements that are needed for local development, and add a Makefile
that should help me and others remembering what has to be checked before
sending a pull-request.
