Fix triangle area and non-manifold edge tests for CUDA

• Fix triangle area and non-manifold edge tests for CUDA. Current C++ and Python tests fail on CUDA.
• Restrict numpy < 2.0.0. Current tensorboard fails with numpy v2
• Fix MKL download URL typo. (Anaconda MKL URLs no longer work)
