Inter-cell communication goes from curly braces to angle brackets

Changes in this release:

Change the bracket type for inter-top-level-cell communication from curly braces to angle brackets. Add starred and capitalised variants of the ruleref macro — the former replaces rulerefalt. Rename it to cpruleref for consistency purposes. Convert cprulenonum to cprule*.
