  1. docs(config) Clarifies configuration documentation 

    * Splits install from config section.
* Splits config in to two categories:
  * Global config.
  * Per-test config.
* Moves some of the old config docs to a new 'Troubleshooting' section.
* Moves some of the old config to 'Examples'.
* Removes 'Usage', section, flattening and proomoting its contents.

The intent was to simplify and group relevant sections.
