Revert "Bump wiki helm chart version to 0.3.98 (#4333)"

This reverts commit 1d28d31 which was causing the following deployment error:

Tracked to updatecli/updatecli#1582 => we only published arm64 for tags 0.1.0 and 0.1.3 of the jenkinsciinfra/wiki container image: the tag in the helm chart should have been kept by updatecli to 0.1.3.

Triggered a 0.1.7 for now as the work by @smerle33 on the pipeline library is finished. I'll watch the DockerHub before triggering updatecli and deployments
