Related to #600, this PR ensures that any user, other than the default
jenkins, root, and not included in thejenkinsgroup (GID1000) can read theagent.jarfile.A test has been added, which underlines the issue.
Fixup of #321.
Thanks to @peterwvj and their colleague for pointing out the problem.
