Remove duplicate Enforcer configuration

This configuration is duplicated in https://github.com/jenkinsci/pom/blob/75d9d7c1685268181477dd92aae11f3b7d75477f/pom.xml#L671-L682, and there was requiring an even newer version of Maven and Java, so the copy in war/pom.xml was pointless.
