Updating Troubleshooting.md to include --inspect

This updates Troubleshooting.md to include how to use Node v8.4’s —inspect protocol - now that #1652 has landed.

I also added a section about how to debug Jest tests using VS Code - but I understand if this should be omitted on Jest’s docs.

This closes #4287 and relates to create-react-app #594
