feat!: Add more plugins

Starting to get into clown car territory here, however.

Notable Changes

• removes @eslint/eslintrc flat compat plugin
• adds:
  • @eslint/js
  • eslint-config-standard
  • eslint-plugin-array-func
  • eslint-plugin-jsdoc
  • eslint-plugin-n
  • eslint-plugin-promise
  • eslint-plugin-regexp
  • eslint-plugin-sort-class-members
  • eslint-plugin-unicorn
• adds a bunch of "glue" modules that convert some of the above packages to flat config-style modules, exporting only the rules and plugins (avoiding language configurations, etc.)
• changes project comment style (dropping JSDoc 🤷🏻)
