No table of contents from Markdown on Windows

The file test-toc.md is created, but it doesn't have a table of contents. I don't see what, if anything, I'm missing from the docs.

Is this a bug in Pandoc, or a bug in the User's Manual? Or is it a bug in my brain?

If you want the table of contents, you need to select -s/--standalone as well, because the toc populates a template variable.
