docker request from cw for ottr_website

adding ggpubr, patchwork, broom, and googlesheets4 to an ottr_website docker image per request from @carriewright11 in issue #10

@cansavvy at first the manual build failed because it needed cmake. So I've tried to add cmake with apt-get but I'm getting an exit code of 100 and I'm not sure what's going wrong with it
