Nim nightlies are currently broken and so the tags getting pushed don't have all the files. This is an issue that can also occur if the nightlies are in the middle of getting built. Since the nightlies are currently broken, its causing CI plans using nightly devel to fail
PR fixes this by using the latest-devel tag which isn't updated until the nightlies are all built.
