Current versions of the setup-go action automatically setup Go caches automatically, so there is no need for us to do this anymore. Remove the skip-cache variable, and update the example in the README to use a version of the setup-go action that automatically caches. Signed-off-by: Joe Lanford <joe.lanford@gmail.com>
