[5.x] Make publishing files opt-in by default for the Filament stack

Updates the Filament stack installation method to remove adding loads of boilerplate code and makes it opt-in.

Actions and view components can be published using the following commands, if desired:

// Actions
php artisan vendor:publish --tag=socialstream-actions


// View components
php artisan vendor:publish --tag=socialstream-view
