Hi again, I've noticed that while my previously submitted PR works as expected insofar as checking out a specific version of vcpkg, due to how GH runners are set-up, it will end-up running the latest anyway.
This PR specifies the vcpkg root and explicitly invokes vcpkg.exe from that folder.
