C# IRC Bot for IRC Channel moderation.

This uses AIMLBot and code from jakash3.
It also uses the IKVM Java to .NET Utility to execute java Jar and Class commands.

Added support for commands designed for Apri-rice (by Elazar55) - http://github.com/elazar55/Apri-rice. Uses modified Apri-rice files to accomplish this.
