Adding documentation for Mend App secrets and encrypted secrets migration.
Context
Mend has deprecated the use of encrypted secrets in Renovate config. Now all secrets used by the Mend Renovate App must be stored using the Developer Portal web UI in the Credentials settings for the Org or Repo.
