Update alpine base image to address vulnerabilities

Task description:
Current we are using Alpine@v3.18.2 which has several vulnerabilities, including CVE-2023-3817, CVE-2023-3446⁠, and CVE-2023-2975.

We should update it to the latest v3.18.3 to address these issues.

Solution:
Refer to #3671 as an example.
