Implement momentum scrolling for ScrollComponent and TextInput, thus for ScrollRegion, ListView, MatrixView, ScrollLabel and EditField.

Move ScrollComponent to kas_core::event::components.

Introduce event::WindowConfig to store window-specific config (items affected by the window scale factor), and improve doc around event config.

Move IdentifyWidget into the kas_core::util module.
