Introduces OCI support: fetching Charts from OCI registries and publishing to OCI registries
Added ChartMuseum dedicated client for publishing purposes.
Ability to use Helm strict lint (lint against provided Kubernetes version)

Version 0.8.0 is unavailable (possibly sbt-git-versioning plugin treats 0.8.0-rc.6 > 0.8.0 which is wrong according to: https://semver.org/#spec-item-11, or I've done something wrong).
