Updates the cookie-cutter to require Python 3.11 for new projects.

Note, Python 3.12 is the latest stable release of Python at the time of this PR filing, but it appears the upstream library drf_yasg has some issues with it.

Obsoleted by #270.

Regarding drf_yasg, it looks like that was resolved by axnsan12/drf-yasg#891.
