What is your proposal:
Add a new MigrationLimitObjectNamespaceto limit pod migrating frequency under a namespace.

Why is this needed:
A namespace might related to a specific tenant or entity. If pods are migrated frequently in a namespace, this might cause unfairness.

Is there a suggested solution, if so, please add it:
