Description of your changes:
V2 compatible full feature will be on KFP 1.7.0 backend and KFP SDK 1.7.1. Since KFP SDK minor version still changes the DSL behavior that could break our current tests, we set KFP SDK 1.7.1 instead of 1.7.x as our next stable release for kfp-tekton SDK.
