Use the nuget CPM feature to manage the nuget package versions centrally

This has been removed since it's deprecated and we're using the Microsoft.CodeAnalysis.NetAnalyzers now

warning CA9998: FxCopAnalyzers package has been deprecated in favor of 'Microsoft.CodeAnalysis.NetAnalyzers'

Does the global package reference for NetAnalyzers ensure that we are doing the same style enforcement for this package? I want to make sure we maintain that style enforcement.

Think this package may not actually used, only see two references for test projects
