What this PR does / why we need it:

In my previous PR (#2013) I removed outdated *.rst files, but these files are required by the Read The Docs: https://kubernetes.readthedocs.io. In this PR I added newly generated files and add a step to update them when client is updated.

Remark: I've also tested autoapi.extension which could be used here but it's extremely slow and RTD failed with a timeout error for this library.
