Ignore updating github.com/IBM/networking-go-sdk until we move to go 1.22

What this PR does / why we need it:
Currently, dependent module CAPI 1.7 and k8s 1.29 are tagged to go version 1.21. For updating the package github.com/IBM/networking-go-sdk, we need to update the job image to support go 1.22. Until we officially move to go version 1.22, ignore updating the package.
