Is it bug to failed import clusterctl.yaml

I expect it works, but I got error. Is it intended or bug?

What I did:

$clusterctl version

$ clusterctl config repositories -o yaml > clusterctl.yaml  
$ clusterctl config repositories --config clusterctl.yaml
