make generate-go-openapi prints error/warning

Just noticed that make generate-go-openapi always prints the following error:

"No rule to make target `clean-generated-openapi-definitions'"

We should take a closer look and fix it, so that the target is actually executed.

Also for some reason the jobs are green even though they hit this error
