✨add kubekey k3s boostrap and control plane provider #7528

What this PR does / why we need it:
add kubekey k3s boostrap and control plane provider.

This provider uses https://get.k3s.io script to install a k3s cluster.
Tested successfully with KubeKey provider (CAPKK), and other infra providers may need to prepare an os image that contains K3s binary and k3s-install.sh.

Hi @24sama. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Was able to install all three kubekey providers with clusterctl init 😄
