🌱 ClusterCacheTracker: improve error when workload cluster is not reachable #8801

What this PR does / why we need it:
This improves the error when a workload cluster is not reachable.

Before

failed to create remote cluster client: failed to create cluster accessor: error adding index for field "spec.providerID" to cache for remote cluster "default/capi-quickstart": failed to get API group resources: unable to retrieve the complete list of server APIs: v1: client rate limiter Wait returned an error: context deadline exceeded - error from a previous attempt: EOF

After
