What this PR does / why we need it:
Bumps golang.org/x/net to v0.17.0 to address CVE-2023-39325/CVE-2023-44487 vulnerabilities, since Trivy is reporting them as vulnerabilities in our weekly trivy scan: https://github.com/kubernetes-sigs/cluster-api/actions/runs/6533261557
