Routines like GetWebhookServer need to have configuration exposed
to be able to set TLS minimum version

Hi @willthames. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

Follow up to #1548 which allowed TLS minimum version to be set when creating a webhook.Server, but didn't expose that to e.g. GetWebhookServer

I'm curious if we could solve the general case of managing TLS configuration by simply allowing a custom tls.Config to be used. It looks like several PRs have already attempted to do this (#853 and #1135, both closed by the stale bot), and I didn't see any major reason for those not to be merged.

I worry that adding TLSMinVersion will open the floodgates for feature requests to add other aspects of the TLS configuration, so IMO we ought to just expose the whole thing now.

@joelanford I'd be happy with that approach, if it can be done without going stale again (and I realise that's not always in the control of the project)

Would you like me to take any concrete next steps to help with resurrecting #853?

@willthames If possible, I'd suggest checking out the branch from that PR, re-basing onto the current master, and making further commits to address the comments in #853 and #1152, and then creating a new PR.

I don't see any major hurdles for getting it in; it just needs some attention (which you have this time, at least from me).

@joelanford no problem, I'll see what I can do
