🐛 cannot specify ControlPlane in envtest.Environment

The individual test component configuration types accidentally got made internal during the migration of the testing_frameworks code. This re-exposes them.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
