istio.md: update existing external-dns to enable Istio Gateway DNS for customers

• The section is to help users to debug and results while making changes.
• The successful execution of the creation of dns entries for a module will show the successful execution.
  • On the other hand, it will show errors that can be related to the lack of role permissions.
