What this PR does / why we need it:
See reference PR. This missing role right now impacts only the prow-gke-release-staging-head overlay runs, since it uses canary sidecar image for csi-snapshotter. Adding this role to the base controller, instead of only patching the prow staging head overlay, as it will be soon needed.
