add flags for qps and burst instead of hardcoding them

Add flags for qps (-kube-api-qps) and burst (-kube-api-burst) for configuring them instead of having them hardcoded.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
