This is blocked by kubernetes-sigs/kustomize#3618 (comment) unfortunately.

Before we only get the version if we had not it installed. WHY?
That allows us to have indeed another version installed and use it instead if we wish.
So, changing this behaviour are we not introducing a breaking change as well?

Also, without the envtest installed in the default location /usr/local/kubebuilder/bin/ (https://github.com/kubernetes-sigs/controller-runtime/blob/master/pkg/internal/testing/process/bin_path_finder.go#L35) are we able to run tests with make tests? ( I do not think that has been covered in the tests that we have now in this repo. )
