What this PR does / why we need it:
After we switched the build process for the VPA components to multi-stage Dockerfiles with #6338, we can remove the
builderDockerfile, as it isn't used anymore. At the same time, this PR adapts the dependabot configuration, such that we still get golang update PRs for the VPA component Dockerfiles.Does this PR introduce a user-facing change?
