AWS: Organization Units for the organization

Establish the OUs that would be use to organize the different AWS accounts.

From AWS docs, we should have those OU during the bootstrapping phase of the org:

• Security : AWS: Add accounts for security governance #4668
• Workloads
• Infrastructure
• Sandbox
• Policy Staging: infra/aws: Add Policy Staging OU and AWS testing account #4797

after discussion with @sftim, we suggest to have in the Workloads OU:

• production OU :
• non-production (or staging) OU :
• Sandbox
