Add Peter Rifel (rifelpet) as prow viewer

This adds my personal email to the prow viewer group. I'm working on migrating kops jobs to the community-owned prow clusters and having this viewer access will be helpful for troubleshooting.

I don't think you need this anymore:

• we now have https://monitoring-gke.prow.k8s.io so we should be able to see any kops related jobs running on the GKE clusters: https://monitoring-gke.prow.k8s.io/d/53g2x7OZz/jobs?orgId=1&refresh=30s&var-org=kubernetes&var-repo=kops&var-job=All
• we have a dedicated build cluster (but with no monitoring stack) k8s-infra-kops-prow-build. I can give you access to the aws account hosting it.

Thanks @ameukam I'll look into that. By the way is there any guidance about which community owned clusters we should migrate to? I see the kops e2e jobs are spread across multiple prow clusters.
