fix error usage for the WaitGroup in the pkg addons #8787

The method Add should out in the goroutine, because the Wait maybe exec before the goroutine.

Hi @saltbo. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

do you have an example minikube issue that this will solve so I can test this PR before and after this PR ?

Start(&wg, cc, map[string]bool{}, []string{"dashboard"})

This functionStart in Test should be called by the goroutine. Because it is called by Goroutine in actual use.

go addons.Start(&wg, starter.Cfg, starter.ExistingAddons, config.AddonList)

Then, you can found test failed. Because of the wg.Add(1) should be executed out of the goroutine.
