Migrate some release-branch jobs to k8s-infra-prow-build #17560

Followup to #17488

For all release branches, this migrates the following periodics:

  • conformance
  • node-kubelet
  • node-kubelet-features
  • integration
  • verify

See #17488 (comment) for results of migrating some of the release-master-blocking jobs

I've since increased the pool of projects, and have it monitored: https://monitoring.prow.k8s.io/d/wSrfvNxWz/boskos-resource-usage?orgId=1&from=now-7d&to=now&fullscreen&panelId=7

Specifically:
- ci-kubernetes-e2e-gce-master-new-gci-kubectl-skew-beta
- ci-kubernetes-gce-conformance-latest-1-18
- ci-kubernetes-node-kubelet-1-18
- ci-kubernetes-node-kubelet-features-1-18
- ci-kubernetes-integration-beta
- ci-kubernetes-verify-beta
Specifically:

@spiffxp: Updated the job-config configmap in namespace default at cluster default using the following files:

  • key 1.15.yaml using file config/jobs/kubernetes/sig-release/release-branch-jobs/1.15.yaml
  • key 1.16.yaml using file config/jobs/kubernetes/sig-release/release-branch-jobs/1.16.yaml
  • key 1.17.yaml using file config/jobs/kubernetes/sig-release/release-branch-jobs/1.17.yaml
  • key 1.18.yaml using file config/jobs/kubernetes/sig-release/release-branch-jobs/1.18.yaml
