Migrate cloud-provider-aws to eks-prow-build-cluster

This PR transitions the cloud-provider-aws jobs from the default cluster to eks-prow-build-cluster. This PR ignores the pull-cloud-provider-aws-e2e job as it has the label preset-aws-credential-aws-oss-testing.

• key cloud-provider-aws-config.yaml using file config/jobs/kubernetes/cloud-provider-aws/cloud-provider-aws-config.yaml
