Kops - Include perf-tests repo in scale periodic test

The job is failing to create a file because its directory doesn't exist:

The directory comes from the perf-tests repo which is missing from the job. This adds the repo to match the presubmit scale tests:

test-infra/config/jobs/kubernetes/kops/kops-presubmits-scale.yaml
