* Update workspace to build on bazel 0.6.1 * Update Prow jobs to use latest prowbazel 0.3.2 Removed also broker, auth, mixer, pilot jobs running out of master since we moved them to istio. Left the release-0.2. * Fix workspace and update use_bazel_go.sh

* Rename "release" tab in Testgrid to "nightly" This is a more appropriate and clear name. Bonus: add back Testgrid config test that was dropped by mistake in kubernetes#583 * Remove api-coverage tab, it's not used anymore
