Initial public release with binaries

Initial public release. Zip file contains 64-bit Windows binaries built with MinGW 7.3.0 and Qt 5.12.6.

Instructions
Download the ZIP file. Run the program under the "bin" directory. Because the exe is not signed, Windows may warn you about running the program. Assuming you trust Github and me, click "More Info" and allow the program.
