Linked documentation not updating

In the README.md there is a link to the Bifrost documentation of http://ledatelescope.github.io/bifrost/ but that hasn't updated in a while. It looks like this is/was tied to TravsiCI. We should try to get this into the GH actions when a new tag is created, i.e., a release.

Following up on today's telecon: I think the path to getting Bifrost into readthedocs looks something like this that I did for the OVRO-LWA data recorder software: https://github.com/lwa-project/ovro_data_recorder/blob/reason/docs/.readthedocs.yaml

I also see that I can add a readthedocs site for this repo to my current account.

Nope, this also requires access to the internals of the repo and has the same problem as getting codecov working again.

Note: Without the webhooks it has to be manually built/updated.
