Partially implements signed address records as specified in libp2p/specs#217.
Partially resolves #1799.
This does only provide the data structures and encoding/decoding/signing/verifying logic. To fully implement the specifications in libp2p/specs#217 we need to have some kind of global peer store to store signed address records and the various discovery mechanisms update this store. Furthermore, protocols like gossipsub have access to this store to get signed peer records for its connected peers (and also can update the store with new signed peer records).
