The checkout process currently exists as a single form controlled by various scenarios (guest user, logged in user, saved addresses, etc.). This process is set to be changed to a format of multiple forms that progress one after the other.

Due to this fact and the importance of checkout on the whole, it is highly recommended that you do not customize or alter this page. You will have the ability to fashion it to your theme design through CSS, but it is safest to let this be one of the files that is removed from the theme folder so that the core default file is used instead. It means that any changes made to the core will automatically be reflected in your theme which should include the new checkout process.
